Hello, and welcome to the Naqeel al Salaam training course on ceasefires and security arrangements. From this page, you can access all of the relevant videos and materials for the course. When you click on the links for each module, the website will direct you to a page with all of the corresponding videos, as well as a place to submit responses to the reflection questions that will appear in some of the videos. *In Yemeni dialect, a Naqeel is a long, difficult, windy road through mountains that people use to travel from one part of Yemen to another, and that connects the different communities of Yemen together. We use the term Naqeel al Salaam for this course to capture the long, tiring, and oftentimes challenging road to peace, but hopefully leads Yemenis across to the other side. The term reflects the challenges of moving from conflict to peace, which may involve many setbacks and delays, but that ultimately leads to the destination. This imagery is visually reflected in the image above.

Introduction

The introduction to the course covers three key points:

1. The program’s objectives;

2. Possible problems around terminology and translation; and

3. And an overview of the course material and structure.

Module ONE

Module one focuses on conflict mitigation and management mechanisms– a collection of arrangements used by conflict parties to mitigate or manage conflict violence outside of a formal peace process. We focus specifically on conflict mitigation measures, restrictions on hostilities, truces and battlefield management arrangements. We discuss what they are, why they are used, and how they relate to the peace process.

Module TWO

Module two focuses on ceasefires and related security agreements– a more formal collection of agreements that closely relate to the peace negotiations. We focus specifically on declarations of intent, humanitarian ceasefires, cessations of hostilities, preliminary ceasefires, and definitive ceasefires. We discuss the different agreements sequentially, focusing on the least formal and specific agreements first, which tend to happen earlier in a political negotiation process, and progress to the more detailed and verifiable agreements, that tend to occur later in the political process when the parties are moving closer to a peace agreement. We cover what the agreements are, what functions they perform, and how they contribute to a peace process.

Module THREE

Module three focuses on ceasefire implementation. Once a ceasefire is agreed there are several specific tasks that the conflict parties must always address. We discuss the processes through which conflict parties manage a ceasefire, different systems of monitoring and verification, the provision of interim security, and how civilians and civil society will be involved in the process.
