Public International Law & Policy Group Overview
The Public International Law & Policy Group, a Nobel Peace Prize nominee, is a non-profit organization that operates as a global, pro bono law firm providing free legal assistance to governments, sub-state entities and civil society groups engaged in negotiating and implementing peace agreements, drafting post-conflict constitutions, and establishing and operating transitional justice mechanisms. To facilitate the utilization of this legal assistance, PILPG also provides policy formulation advice and training on matters related to conflict resolution.
PILPG has advised over 30 governments, sub-state entities, and civil society organizations involved in the negotiation and implementation of peace agreements, post-conflict constitutions, and transitional justice mechanisms, including in Bosnia-Herzegovina, Burma, Egypt, Georgia, Kenya, Kosovo, Iraq, Libya, Montenegro, Nepal, South Sudan, Sri Lanka, Sudan, Syria, Tanzania, Uganda, Ukraine, and Yemen. PILPG has also provided legal assistance to every international criminal tribunal.
Program Overview
This program builds upon PILPG’s 15 years of experience working on issues of peace and justice in Sudan to support Sudanese stakeholders in the establishment and implementation of inclusive national, regional, and local transitional justice mechanisms that reflect international best practices and the diverse interests of the Sudanese people. The Public International Law & Policy Group (“PILPG”) is currently engaged in a 12-month programme, entitled “Transitional Justice in Sudan: Advancing the Interests of the Sudanese People” (“the Project”). The goal of the Project is to support civilian stakeholders in advancing inclusive justice and reconciliation efforts in Sudan by pursuing the following objectives: (1) strengthening the skills and substantive capacity of civilian stakeholders to engage in discussions and/or negotiations around transitional justice priorities and mechanisms, as well as implementation of such mechanisms upon a return to a civilian-led transition to democracy; (2) supporting victims of human rights violations and their communities to design and adopt community-based and locally-owned efforts to respond to human rights violations, promote reconciliation, and mitigate conflict; and (3) facilitating access to and advocacy around international, hybrid, and local accountability mechanisms.
To achieve the project’s objectives, PILPG is undertaking the following activities: (i) updating its transitional justice needs assessment to reflect priorities since the military coup; (ii) supporting the development of skills and substantive capacity of civilian stakeholders; (iii) supporting the design of inclusive transitional justice mechanisms; (iv) facilitating coordination of transitional justice mechanism implementation; and (v) improving public outreach and advocacy efforts. These outputs and activities aim to bring about the Project purpose by improving inputs to the design of an inclusive transitional justice framework, increasing the sustainability of this framework by building the capacity of beneficiaries on topics essential to justice and accountability, and improving the legitimacy of transitional justice processes through improved information sharing and coordination. As a result, the Project will help develop a culture of truth, justice, and accountability and address grievances of historically marginalized populations in Sudan.

Role of the In-Country Technical Advisor
PILPG is seeking a legal professional with a minimum of five years of experience in transitional justice and civil society outreach and education. The In-Country Technical Advisor will serve on a full-time basis and will be based in Khartoum, Sudan with regular travel within Sudan.
The In-Country Technical Advisor will closely coordinate with the Senior In-Country Technical Advisor as well as with PILPG's Sudan Team located internationally. The In-Country Technical Advisor’s responsibilities include: providing sustained on-site support by regularly communicating with Sudanese stakeholders and beneficiaries and providing them with technical support; serving as a point of contact for stakeholders and beneficiaries; coordinating with other actors and organizations working on transitional justice matters in Sudan; maintaining open lines of communication with PILPG's leadership team, including the President, Project Director, Program Manager, and other senior staff; overseeing the logistical components of the capacity building workshops, drafting sessions, public education sessions, and town hall meetings; serving as a training and workshop facilitator, as needed; providing information to program participants related to per diem rates and travel regulations according to funder regulations; assisting the Program staff and Project Director in responding to requests from the funder; and coordinating with PILPG's leadership team on issues related to program direction and strategy.
Qualifications
Candidates should preferably be qualified legal professionals with at least five years of experience in the field of transitional justice, or hold a Master’s degree in law and equivalent experience. Fluency in written and spoken English and Arabic, and knowledge of the Sudanese context is a must. An outstanding candidate will have completed prior overseas fieldwork and will have experience working with donor governments and with civil society leaders.
Candidates should have the capacity to conduct research, edit, and draft work product and program materials; possess strong analytical and organizational skills; and have the ability to effectively manage multiple activities in a fast-paced, challenging overseas environment. Excellent candidates will also have prior experience in financial management and in editing the written work of others to ensure professional quality and suitability. They will be responsive self-starters with the ability to solve problems independently and work closely with multiple team members located across the globe.
