Post-Conflict Armed Forces Reform: Core Elements and Comparative State Practice (2015): Page 16-22 looks at Oversight Mechanisms, particularly: 1) Executive Oversight; 2) Legislative Oversight; 3) Judicial Review; 4) Independent Commissions; and 5) International Actors. The memorandum also investigates the form that oversight mechanisms took in the following contexts: Afghanistan; Syria; Iraq; Liberia; Nepal; and South Africa.
Transforming the Military in Nepal (2016): This memorandum provides comparative examples which Nepal may consider to promote effective civilian command of the Nepal military. After the cessation of civil hostilities, many states examine and refine the status of the military, usually to establish an effective relationship between civilian political authorities and the military. A key element in such a relationship is the legal separation of military and political power.
A Survey of Legislation Reforming the Military in Post-Conflict States (2015): Provides useful examples of military reform efforts/attempts to introduce civilian oversight mechanisms in several post-conflict states: Afghanistan, Iraq, Liberia, Nepal and South Africa. The memorandum serves as a ‘cautionary tale’ since many of these countries failed (e.g. be it due to weak media, weak parliamentary structures, etc.)
