In response to the 2022 full-scale Russian invasion, Ukraine imposed martial law, establishing 25 regional military administrations to govern during the conflict period. There are many considerations when transitioning from a military to a civilian administration when the time is right. PILPG has prepared a memorandum to support Ukraine’s preparation for transitioning from a military government administration to a civilian administration when the time is right. The document emphasizes the need for Ukraine to prepare for peace by developing strategies to reintegrate and reconstruct war-affected territories. It highlights the importance of addressing political, security, and social infrastructure, as well as rule of law, transitional justice, and development. Drawing on international case studies, the memorandum outlines the critical milestones and challenges in transitioning from conflict to peace, detailing applicable international frameworks and comparative state practices.

This comprehensive analysis, available in English and Ukrainian, serves as a guide for understanding Ukraine’s post-conflict phase, emphasizing the continuous nature of achieving peace and the multi-sectoral efforts required to rebuild the nation.

During the transition phase, post-conflict states face a number of challenges, which require the adoption of targeted policies aimed at strengthening the state’s democratic system and restoring full respect for the rule of law and human rights.  Necessary interventions can be categorized as policies aimed at addressing political, security, social, and economic factors.
